3. Responsible for studying the invite tenders documents, judging the key points of technology and cost; judging that the technical and commercial risks in the bid and contract are within the red line;
4. Responsible for cost preparation, integration of cost and synthesis of tender documents;
5. Responsible for winning the bidding after the technical agreement preparation and commercial contract negotiation; responsible for the bidding project after the completion of the project cost tracking; bidding summary, find out the experience and lessons.

2. Responsible for safety management, quality management, plan schedule management, civilized construction, cost control, Material Facility Management and project team personnel management during project implementation, keep abreast of the construction progress, quality situation, coordinate and solve problems during construction, organize and complete the commissioning and training related to the project, and urge the project to be completed as planned.
